Modify the regulations to establish a primary residency requirement for Airbnb/STRs operators.

  • Short-term rentals must not be allowed in any residential area of the City except in owner-occupied instances. Otherwise, every neighborhood is at risk of being taken advantage of by greedy investors. It is in the interest of the City of Annapolis and its residents to safeguard our families, neighborhood and property values by adding the “owner’s primary residence” as a requisite for the licensing STRs in our City’s residential areas.


  • I’m writing you to request that the Annapolis City Council modify the current STR regulations to halt and revert the ongoing conversion by investors of residential units into short-term rentals. The present regulations are resulting in less availability of affordable housing options and higher rents for long-term renters in the community.


  • I strongly request your intervention in order to require STR licensing solely for owner-occupied homes. Establishing a primary residency requirement will ensure that housing in Annapolis City will be used as a residence primarily and an STR secondarily. If the unit is also a primary dwelling, accountability related to quality-of-life concerns are built-in, as guests will be more thoroughly vetted and monitored. Within this model, tourist money stays local.
